Communication is Key

It has come to our attention that a large number of emails are being returned, inhibiting our ability to communicate with you, the members.  If you have not received an email message in the past two weeks, please do the following:

If you have used your USPS email, the system will reject the Union's email. Please use your private email. Rest assured we do not share your email with anyone, especially marketers.

If you have used a private email, make sure that our emails are not being placed in your spam folder. Mark the emails as not spam, or place in the white list.

Check the email in your profile, and make sure it is entered correctly.

Timely communication is integral to our mission, to keep you, the member informed. Please help us help you.

These are talks, do not let management leave them lying around and saying you should read them.  Enforce what is suggested. Social distancing is not an option, it is vital to protecting yourself. Speak up when something is not being done correctly. Stay safe.

We are experiencing unprecedented times with the Coronavirus Disease 2019 (COVID-19). Avoiding social gatherings and practicing social distancing is a way to help reduce transmission and community spread of the disease.
The Centers for Disease Control and Prevention (CDC) recommends avoiding gatherings of more than 10
people and keeping a minimum of six feet between you and others while in public, including in our retail lobbies in order to slow the spread of COVID-19.
The safety and well-being of our employees is our highest priority. It’s important to note that the White House and CDC guidance states, “If you work in a critical infrastructure industry (which includes the Postal Service), you have a special responsibility to maintain your normal work schedule.” Our core mission is to bind the nation together, and we continue to be a vital connection for millions of people throughout the nation. Be assured, the Postal Service is following CDC guidance to protect your health at work.
In order to practice social distancing:
ï‚· Place floor tape in the queue line (6 feet apart) and at the retail counter positions (3 feet away)
(examples attached)
ï‚· Place the social distancing signage on the outer and inner lobby doors (attached)
ï‚· Where operationally feasible, utilize every other window station
ï‚· Follow the CDC guidelines for prevention
ï‚· Clerk script for customers: “Thank you for visiting our post office today. Please help us adhere to
CDC guidelines and practice social distancing of 6 feet. Thank you for your cooperation”
For additional information, the Postal Service has created Blue and LiteBlue web pages to share information with employees about COVID-19.
The sites feature posters and information sheets from CDC. There are also videos and articles from our postal news site Link, plus on the Blue page, stand-up talks with tips for staying healthy. In addition, the Blue page has a link to Postmaster General Megan Brennan’s video message to employees on the coronavirus. The Blue page is available on any computer connected to the Postal Service network, while the LiteBlue page can be viewed on any computer, smartphone or other device with an internet connection. The LiteBlue site is located at liteblu e.usps.gov/lite-blue/covid19 under the “COVID-19” link in the Hot Topics box at the top left side of the home page.

COVID-19 Prevention and Response

On a daily basis, we interact with our customers in the lobby to transact business. The safety and well-being of our employees is our highest priority, especially in response to the Coronavirus Disease 2019 (COVID-19). To ensure the health of our employees, we are continuing to follow recommended guidance and measures from the Centers for Disease Control and Prevention (CDC) and your local health department.
These include:
• Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
• Avoid touching your eyes, nose, and mouth.
• Clean and disinfect frequently touched objects and surfaces.
• Stay home when you are sick, except to get medical care.
• Wash your hands often with soap and water for at least 20 seconds.
Retail Lobby and Equipment
Increase cleaning of frequently touched surfaces in the workplace including the Self-Service Kiosk (SSK), Mobile Point of Sale (mPOS), Customer Display Units (CDUs), counters, PO Boxes, parcel lockers, door handles and knobs. Also, offer hand sanitizer and/or wipes to customers who are responding to questions on the CDU. In addition, some have found success with using cotton swabs, erasers, tongue depressors and Popsicle sticks to respond on the CDU.
• Use of the mPOS is suspended where it requires close customer contact.
• Use of Lobby Assistants is suspended where it requires close customer contact.
• Suspend passport fairs only. Continue to accept Passport applications/photos – use the Retail Customer Appointment Scheduler (RCAS).
• SSA window training and Competitive Advantage training currently scheduled are to be kept to a capacity of no more than 10 employees at a time – including instructor.
• Customer must sign for any item that requires a signature. If refused, the item should be held for the allotted time and then return to sender if not picked up.
• If a customer is unable/unwilling to touch the CDU to respond to the Hazmat question, the clerk must verbally ask the hazmat question, receive a verbal response and respond accordingly on the RSS.

Health and well-being remains a priority
The Postal Service is continuing normal operations while the nation deals with the Coronavirus Disease 2019 (COVID-19) situation. Our customers are depending on us, and we are taking all precautions necessary, so we can continue to deliver for our country.
It’s important to know that the Postal Service is part of the critical infrastructure of this nation, and to clarify that as Postal Service employees, you are providing an essential public service of the federal government for the American people.
This means you are exempt from “lockdown,” “shelter-in-place,” general quarantines, and other restrictions imposed by state and local governments.
We are working closely with federal, state and local health authorities to ensure that our operations are conducted in a safe manner.
Postal Service employees travelling for work in areas with local travel restrictions should make sure to carry their Postal Service-issued identification badge with them in case they are stopped by local or state law enforcement. This includes when employees are traveling to work from home, during the course of their workday and at the end of the day, when they return home from work. Contractors should follow this same advice.
If encountered or stopped by state or local law enforcement officials who are enforcing travel restrictions, you should identify yourself as a postal employee or postal contractor, show the official your postal-issued identification badge, and then explain the nature of your work for the Postal Service and the reason why you are travelling, either from home to work, during the workday, or returning home from work. With this information, the state or local official should allow you to continue with your travel. However, if you run into any further issues, contact your supervisor.
We are in constant communication with the Centers for Disease Control and Prevention (CDC) and other organizations to help ensure that you and our customers have the latest information.

There is very low risk that coronavirus can be spread through imported goods. And there is no evidence to indicate it is associated with mail.
If you have been diagnosed with COVID-19, or are experiencing its symptoms, you should not come to work, and should take leave, which will be liberally approved.
Employees who wish to remain at home in accordance with state or local directives can request the use of leave in accordance with applicable postal policies and other federal laws.
If you have questions about COVID-19, there are many resources available on the special COVID-19 pages of our internal website Blue, and our employee website, LiteBlue. In addition, the latest details will always be available on the government’s website, coronavirus.gov.
Finally, I’d like to remind you of our Employee Assistance Program, E.A.P. The program can help you and your families cope during stressful times with counseling and referral services.

CORONAVIRUS DISEASE 2019 (COVID-19) UPDATED SUPERVISOR AND MANAGEMENT GUIDANCE (V.2)

The Postal Service continues to monitor the spread of COVID-19 across the United States. The following information is provided to assist you as managers and supervisors to communicate with your employees.
Key Facts to Emphasize:
1) While there is still much to learn about the unfolding situation involving the spread of Coronavirus Disease 2019 (COVID-19), the immediate health risk from COVID-19 is considered low for the general American public
2) If you have employees exhibiting these symptoms: fever, cough, and shortness of breath, provide them with a surgical mask and require them to go home and seek medical attention. Then, inform the District Occupational Health Nurse Administrator (OHNA) immediately
3) The best preventive strategies against COVID-19 to communicate to your staff are:
• Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
• Avoid touching your eyes, nose, and mouth with unwashed hands.
• Avoid being exposed through close contact with people who are sick.
• Stay home when you are sick.
General Guidelines:
• Immediately Report any communication you receive from the Public Health Office or Centers for Disease Control and Prevention (CDC) concerning an employee’s health to your District HR Manager and District OHNA. Your HR Manager and OHNA will provide you with instructions for future action.
• If an employee in your facility has contracted COVID-19 or has been directly exposed to someone with COVID-19, the Postal Service will follow Public Health Guidance. Your HR Manager and District OHNA will provide instructions for future action in this situation.
• Prior to an employee returning to work after visiting any country identified by the CDC as a level-3 country (currently China, South Korea, Iran, Italy, and most other European nations) within the past 14 days or from a trip on a cruise ship in which an identified case of COVID-19 was detected on board the ship:
o If employees under your authority meet the above criteria, you must immediately inform your District Human Resources (HR) Manager and the District OHNA.
o Employees who meet the above criteria must not report to work for a period of 14 days from the date they departed from any of the listed four countries, certain European nations, or the cruise ship with reported COVID-19 cases.
o Employees instructed to stay at home after visiting any one of the four listed countries, certain European countries, or cruise ship will be provided TACS Code 086, Other Paid Leave, to cover the employee’s absences under these circumstances for a period of up to 14 days.
o Employees who are asymptomatic but who develop COVID-19-related symptoms while at home during the 14-day period will be charged sick or annual leave after the first 14 days.
• An FMLA packet should be generated for any employee who uses leave in conjunction with COVID-19.
• Allow liberal sick leave usage for employees who are sick.
• Ensure approved hand sanitizer (containing at least 60% alcohol) is available at work.
• Ensure CDC posters concerning COVID-19 are posted in appropriate locations.
• Deliver stand-up talks regarding COVID-19 in a timely manner.
• Provide the contact information of your District OHNA and District HR Manager (list attached) to all employees under your supervision.
• Provide surgical masks to any employee who requests one, which can be ordered through eBuy Plus.
• Ensure Postal facility is cleaned daily as per the MMO-031-20, Influenza and Coronavirus Cleaning Contingency.
• Only advise other employees, if asked, that an employee has been “cleared” to return to work
DO NOT:
• Ask employees to stay at home without HR review.
• Request medical documentation for employees to return to work unless they are on sick leave pursuant to Employee and Labor Relations Manual (ELM), Section 513.
• Request fitness-for-duty evaluations for employees to return to work.
• Share specific health information about any employee, including an employee who is suspected or who has been confirmed to have COVID-19.
• Make “medical decisions.”
