The March 20, 2014 Memorandum between the American Postal Workers Union and the United States Postal Service established the procedures for filling the vacant duty assignments in the Clerk Craft that are not subject to a proper witholding order pursuant to Article 12(Excessing) of the 2010-2015 Agreement.
To date, all PTF employees who were in an installation where a vacant duty assignment existed as well as the remaining PTF employees who bid outside of their installation have been filled. Any vacant duty assignment requiring training and qualification were deferred until such time as the PTF qualified successfully. We currently have approximately 9 PTF employess pending qualification.
After the completion of the one-time PTF opportunity, any other vacant duty assignments that arise in the future, follow the same pecking order as illustrated in the MOU, excluding the PTF one-time opportunity. Should there be no Article 12 witholding, E-reassign is utilized to fill said vacant duty assignments. When E-reassign is exhausted and a PTF vacancy remains, the conversion of a PSE is the next step in the MOU.
The Long Island District has not reached Step 8 of the MOU involving the conversions of PSE members. The Triboro District has converted a few PSE members to date.
The union remains dilligent in their efforts of ensuring that Step 8 is reached in accordance with the MOU.
A letter will be sent to our PSE members explaining the MOU, the status of career appointments, and the benefits of reaching career status.
Any career employee, at any time may place his/her name on E-reassign should they be interested in transferring to another installation in or out of this district and state, we suggest you do so immediately. E-reassign is first in, first out in consideration for a vacancy. You must update your E-Reassign requests before the one year expiration of the initial submission date.
We are available to assist you with E-Reassign should you need assistance. Please remain dilligent in your efforts of keeping your local union officers aware of any violations that may exist.
